MINUTES OF THE OTSSA ANNUAL MEETING OF MEMBERS
WHICH WAS HELD AT SAFARI COURT HOTEL, WINDHOEK ON 10 SEPTEMBER 2008
6.4 Herindeling van belangstellingsgroepe /
Reconstitution of interest groups (Notule/Minutes
6.6 and 13.2) – Louis Jonker doen verslag en maak voorstel (Sien
Bylaag A vir Afrikaanse weergawe). Die vergadering aanvaar
die voorstel onveranderd. Die voorstel word ook aanvaar dat inligting
oor goedgekeurde navorsingseminare aan alle lede gekommunikeer moet
word sodat persone met belangstelling in die veld, daarby kan inskakel.

The meeting accepts the proposal without changes. Another proposal is
approved that information on approved research seminars should be communicated
to members so that persons with interest in the field could join in.

Herindeling van belangstellingsgroepe
Agtergrond:
Vroeër het daar binne die OTWSA 'n hele aantal belangstellingsgroepe
bestaan wat veral twee funksies vervul het:
• Om kollegas met soortgelyke vakbelangstelling met mekaar in
verbinding te bring met die oog op beter samewerking;
• Om verantwoordelikheid te neem vir die definiëring van
die jaarlikse kongres se tema (op rotasiebasis hanteer).
In die laaste vyf jaar het die aktiwiteit van hierdie groepe egter gekwyn.
Behalwe die sporadiese bymekaarkoms tydens die jaarlikse kongres, was
daar eintlik geen verdere aktiwiteit binne die groepe nie. Ook die temas
vir die kongresse is nie noodwendig in samehang met hierdie groepe bepaal
nie. Pogings om die belangstellingsgroepe weer lewe te gee, is aangewend
deurdat kontakpersone aangewys en op die webblad gepubliseer is. Die
gedagte was dat lede hulself opnuut sal aanmeld en verbind tot hierdie
groepe. Dit het nie gebeur nie, en daar was slegs een of twee reaksies.
Intussen het egter 'n hele aantal gesamentlike navorsingsinisiatiewe
(bv. ProPent, ProPs, ProProf, ProjAp) ontstaan waarvoor daar heelwat
energie bestaan. Hierdie projekte het elk 'n eie werkswyse en aanpak,
maar dit verteenwoordig die "energiepunte" m.b.t. navorsing
wat tans bestaan.
In die lig van bg. omstandighede, neem ons die vrymoedigheid om 'n alternatiewe
voorstel te bedink ten einde bg. behoefte te ondervang. Die uitgangspunt
is dat ons eerder vir bestaande energie moet ruimte skep, as om 'n (vermoedelik)
uitgediende struktuur weer lewe in te blaas.
Voorstel:
1. Dat die huidige stelsel van belangstellingsgroepe geskrap word.
2. Dat 'n stelsel van seminare by die jaarlikse kongresse ingevoer word
ten einde vakgenote met dieselfde belangstelling/spesialisasie byeen
te bring (sien hieronder waar die werkswyse van die seminare verduidelik
word).
3. Dat die jaarlikse kongrestema deur die gashere/-vroue van die betrokke
konferensie bepaal word in oorleg met die OTWSA-bestuur, en dat afsonderlike
seminare dan hul eie tema vir die betrokke jaar daarby sal laat aanpas.
Die OTWSA-bestuur moet toesien dat die volle spektrum van temavelde
binne die OT wetenskap wel op rotasiebasis by die kongresse aangespreek
word.
Werkswyse
van seminare:
1. Minstens twee OTWSA-lede moet betrokke wees by die aansoek en bestuur
van 'n betrokke seminaar.
2. Hierdie lede doen 'n voorlegging aan die OTWSA-bestuur waarin aansoek
gedoen word om 'n seminaar vir 'n periode by die jaarlikse kongres aan
te bied. Hierdie voorleggings sluit jaarliks op 31 Maart, en goedgekeurde
seminare begin dan in die daaropvolgende jaar te loop (d.w.s. nie by
die eersvolgende kongres nie). (Aansoeke kan aan die sekretaris, Louis

3. Die voorlegging moet aandui wat die oorhoofse tema van die seminaar
sal wees, en moet 'n uiteensetting van die beplanning daarrondom voorsien.
Die subtema vir 'n betrokke jaar moet aansluit by die tema van daardie
betrokke kongres.
4. 'n Seminaar het 'n "leeftyd"/termyn van maksimaal drie
jaar.
5. Die OTWSA-bestuur moet in die oorweging van aansoeke kyk of daar
deeglike beplanning vir die termyn van die seminaar gedoen is, maar
ook dat daar nie te veel seminare gelyktydig sou loop wat die ruimte
vir gewone referate onder druk sou bring nie. Die ideaal sou wees om
nie meer as drie seminare gelyktydig te laat loop nie.
6. 'n Seminaar kan 'n maksimum van twee sessies per kongres beset. Een
sessie kan bestaan uit genooide sprekers (3 tot 4 persone), terwyl die
ander sessie ruimte kan laat vir enigiemand anders wat 'n inset in die
betrokke seminaartema wil maak.
7. Die OTWSA kan geen onkostes verbonde aan die reël of aanbied
van seminare dra nie. Uitnodigings aan sprekers ens., asook die befondsing
van enige ander onkostes, moet dus deur die seminaar-bestuur self hanteer
word.
8. Die verwagting is nie dat enige gesamentlike navorsingsinisiatief
noodwendig van hierdie ruimte gebruik moet maak nie. Indien dit egter
vir 'n bepaalde projek nuttig sou wees om daarvan gebruik te maak, word
'n meganisme hiervoor deur hierdie voorstel geskep.

Reconstitution of interest groups
Background:
There used to be a number of interest groups in the OTSSA which served
the following two functions:
• To connect colleagues with similar disciplinary interest to
one another in order to facilitate better cooperation;
• To take responsibility for the identification of a theme for
the annual conference (on a rotating basis).
In the past five years the activity of these groups has decreased. Apart
from the sporadic assembly during the annual conference, there was no
further activity in the groups. The themes for the conferences have
also not necessarily been identified in cooperation with these groups.
It was attempted to revive the interest groups by nominating contact
persons and to publish those names on the website. The expectation was
that members would enroll anew in these groups. It did not happen, and
there were only one or two reactions.
In the mean time a number of other joint research initiatives (such
as ProPent, ProPs, ProProph, ProjAp) have started for which there is
much energy. Each of these projects has its own ways and means, but
they represent the "energy points" that presently exist in
terms of research.
In the light of the above-mentioned circumstances, we take the liberty
to reflect on an alternative proposal in order to address the need sketched
above. The point of departure is that we should rather incorporate existing
energy, than try to revive an (supposedly) obsolete structure.
Proposal:
4. That the present system of interest groups be terminated.
5. That a system of seminars be introduced at the annual conferences
in order to connect scholars with similar interests/specializations
(see below where a possible procedure for these seminars is explained).
6. That the theme of the annual conference be determined by the hosts
of the particular conference in consultation with the OTSSA executive,
and that the individual seminars then formulate their own themes with
reference with the overall theme. The OTSSA executive should ensure
that the full spectrum of thematic fields in the OT science should be
discussed at conferences on a rotation basis.
Procedure
for seminars:
1. At least two OTSSA members must be involved in the application for
and management of a particular seminar.
2. These members submit to the OTSSA executive their proposal in which
they apply to present a seminar at annual conferences for a predetermined
period. Opportunity for submissions will close annually on 31 March,
and approved seminars will then start functioning in the next year (i.e.,
not at the very next conference). (Proposals can be submitted to the
secretary, Louis Jonker lcj@sun.ac.za).
3. The proposal should indicate what the overall theme of the seminar
will be, and should also give an indication of the planning that will
be done accordingly. The sub-theme for a particular year should link
up with the overall theme for that particular conference.
4. A seminar will run for a maximum of three years.
5. When the OTSSA executive consider the applications, they should see
to it that proper planning is done for the duration of the seminar term,
but also that not too many seminars will run simultaneously, putting
programme space for normal papers under pressure. The ideal would be
not to have more than three seminars simultaneously.
6. A seminar may occupy a maximum of two sessions per conference. One
session could be dedicated to invited speakers (3 to 4 persons), while
the other session could create space for anybody who wants to contribute
to the specific seminar theme.
7. The OTSSA cannot take responsibility for any costs related to the
organization or presentation of the seminars. Invitations to speakers
etc., as well as the reimbursement of any other costs, must be taken
care of by the seminar management group.
8. There is no expectation that any joint research initiative should
necessarily take advantage of this space. If, however, it could be beneficial
to any particular project to make use of this opportunity, this proposal
creates a mechanism to this end.
